CHARTER - Toronto East CAER Association
General
The Toronto East CAER Association was first formed in 1988 by a few chemical companies operating in the former West Hill area. The Association has grown to include other companies not necessarily manufacturing chemicals and includes local government agencies such as fire, police and health units plus transportation companies.
Companies are invited to join the Association but are normally only considered members after they have attended regular meetings for a year indicating their commitment to the Association.
Purpose
- The organization will provide a coordinated service using local emergency response groups to deal with industrial emergencies which present hazards to the
public.

Provide an awareness program for the public in applicable geographic areas, which acquaints them with warning systems, evacuation procedures and response agency capabilities and services.

Ensure that the emergency response plans of the member companies and local government agencies are compatible with one another including any Provincial and Federal disaster plans for the area.

To maintain continual and constructive communication between members. This should also include sharing of ideas so that all companies can rise to the same level of preparedness.

The member companies and local emergency services should have mutual aid agreements as appropriate. When suitable, the Association will organize emergency simulations.

The Association will sponsor at least one annual community meeting each year.
Membership in the Toronto East CAER Association may be any of the following who have operations in the east part of Toronto, who have an active interest in the protection of the community, including the public and environmental safety.
- Industrial companies
- Transportation and Warehousing operations.
- Local and regional agencies such as fire, police and health units.
For Industrial members, the most senior manager at the site is expected to be the major representative to the organization.
Industrial members are expected to contact a self audit of their facilities to meet basic environmental, health and safety standards as defined by the CAER Association.
Each full member organization may support up to three representatives but can only have one vote. Normally the organization strives for the consensus on decisions that are being made.
Organization Structure
The Toronto East CAER Association executive will be composed of
- a Chairperson
- a Secretary
- a Vice Chairperson
Election of officers will occur annually. Minutes will be taken at all meetings and be distributed prior to the next meeting, along with the agenda for the current meeting.
Meetings
- There shall not be less and four meetings per year.
- A quorum is considered when 70% of the industrial companies attend.
- Consensus will be sought but in its absence as determined by the chairs, a decision must have 2/3 majority.
- Proxy voting is not allowed.
- Each organization has only one vote at the meeting.
Elections
- In the fall of each year elections will occur for the positions of chair, vice chair and secretary.
- The maximum number of years in any one position is four.
- The chair and vice chair shall not be from the same company.
Financial
- There will be no formal financing of the Committee.
- The Association may decide to assess members a minimum fee if the Association occurs costs such as hosting meetings. The assessment will be decided by the normal process of decision making set out under meetings.
